| PACK ORGANIZATION | |||||||||||||
| • Charter Organization | |||||||||||||
| The Charter Organization is Messiah United Methodist Church, Dominion Blvd., Chesapeake, VA. | |||||||||||||
| • Charter Organization Representative | |||||||||||||
| Representative is designated by the Charter Organization to act as a liaison between the Charter Organization and the Pack. | |||||||||||||
| • Pack Committee | |||||||||||||
| Consists of parent volunteer representatives from each Den, the current Cubmaster, the immediate past Cubmaster, and the Treasurer. The committee is responsible for planning the yearly Pack programs, setting dues, managing the Pack’s finances, fund raisers, and ensuring that the established BSA policy guidelines are followed. | |||||||||||||
| • Membership on the Committee is open to any parent of a registered Cub Scout belonging to the Pack or to any registered leader with the Pack. | |||||||||||||
| • Voting members of the Committee shall consist of all registered leaders. A measure will pass provided there is approval from at least 51% of all registered leaders present. | |||||||||||||

| Is open to all qualified persons. Boys in the first through the fifth grade are eligible for membership as noted below. Adults must meet the qualifications set by the Boy Scouts of America. | |||||||||||||

| • Membership Applications | |||||||||||||
| Membership Applications for the boys will be processed by the Pack Committee and/or Cubmaster and sent to the Tidewater Council for registration after the appropriate fees and dues have been paid and the Committee Chairperson and/or Cubmaster have signed the applications. The Pack Committee will review membership applications for Leaders and approved applications will be forwarded to the Charter Organization representative for signature and then sent to the Tidewater Council. Leader registration fees will be paid for by the Pack. | |||||||||||||
| • Finances | |||||||||||||
| • The Pack Treasurer shall maintain a checking account in the name of “Pack 320”. The Pack Treasurer, backup Treasurer, and Cubmaster will be authorized to sign checks for the Pack. The Pack Treasurer is the only individual authorized to make deposits. | |||||||||||||
| • Den dues are determined by the Pack Committee and include the BSA National fee and the optional Boy’s Life Boy Scout magazine subscription. | |||||||||||||
| • Any Cub Scout who is in arrears with his dues will not be given awards until his dues are paid in full unless arrangements have been made with the Cubmaster. | |||||||||||||
| • Itemized receipts are required for all reimbursements. Receipts must be provided to the Pack Treasurer before reimbursements will be issued. All reimbursements will be in the form of a check written against the Pack 320 account. | |||||||||||||
| • Den leaders and the Cubmaster will be provided with $50.00 petty cash, which is renewable. Receipts are required for all petty cash. Petty cash accounts will not replaced without receipts validating previous expenditures. | |||||||||||||
| • The Pack Treasurer will provide a report of the previous month’s account activity during each month’s Committee meeting. | |||||||||||||
| • Scout Store funds. The Pack Treasurer maintains the records for the Scout Store account. Typically the account is maintained at $500.00. Scout Store receipts are to be turned in to the Treasurer. When the account amount drops to $150.00, the Treasurer will notify the Committee Chairman for approval to “plus up” the account to $500.00. Purchases in excess of $25.00 require Committee pre-authorization. | |||||||||||||
| • The Awards Chairman will be responsible for coordinating with the Cubmaster and Committee Chairman for approval to purchase appropriate Pack awards, e.g., neckerchiefs, badges, arrow points, etc. The Awards Chairman is authorized to use the Scout Store account for these purchases. Receipts will be provided to the Treasurer. | |||||||||||||
| • The Committee Chairman and at least one other committee member designated by the Chairman (excluding the Treasurer) will review/audit the Pack 320 account two times per calendar year. | |||||||||||||
| • Budget includes National Registration fee, Boy’s Life, Unit Accident Insurance, Reserve fund, Other (good turn, World Friendship), Program materials, Unit and Pack activities. A Budget worksheet can be found in the Leader’s Guide. | |||||||||||||
| • Registration | |||||||||||||
| • The registration fee for each Cub Scout will be the current Boy Scouts of America registration fee plus any additional fees determined by the Committee to help cover the operating costs for Cub Scout Pack 320. | |||||||||||||
| • Cub Scout Pack 320 will pay the registration fee for any registered adult volunteer in the Pack provided they have a registered Cub Scout in Pack 320. | |||||||||||||
| • In the event the Cub Scout leaves Pack 320, refunds will not be given. | |||||||||||||
| • All registration fees are due to the Pack Treasurer prior to any awards being given to the Cub Scout unless arrangements have been made with the Cubmaster. Cub Scouts can work to earn the award, however they will not receive the award until the registration fees have been paid. | |||||||||||||
